Etika Kepemimpinan Dalam Al-Qur’an: Kajian Terhadap Ayat-Ayat Ulil Amri

This study aims to identify the principles of ethical leadership contained in the Qur'an and analyze their relevance to contemporary leadership practices in government and organizations. This study uses a qualitative approach with a literature study design through the maudhu'i (thematic) interpretation method. Data were collected through identification, classification, and analysis of Qur'anic verses related to ulil amri, supported by interpretations by classical and contemporary commentators. Data analysis was conducted descriptively and analytically to build a comprehensive understanding of ethical leadership from a Qur'anic perspective. The results show that ethical leadership in the Qur'an is built on five main principles, namely trustworthiness, justice ('adl), deliberation (shura), obedience to Allah and the Messenger, and accountability to Allah and society. The concept of ulil amri does not only refer to political authority, but also includes leaders who have moral integrity, spiritual awareness, intellectual competence, and a commitment to the public interest
