This study aims to determine the simultaneous influence of communication infrastructure, cybersecurity, and technological development on human resource performance in police organizations, which is still limited in Indonesian literature. Using a quantitative approach with survey methods and path analysis, data were collected from 86 personnel of the Indonesian National Police's ICT Division. The findings indicate that cybersecurity has the most dominant direct influence on human resource performance (β = 0.401), followed by technological development (β = 0.287) and radio network development (β = 0.215). Technological development is proven to be a significant mediating variable between radio network development and cybersecurity on human resource performance. These results confirm the Job Demands-Resources (JD-R) theory, which states that high job demands without adequate resources can trigger technostress and security fatigue, which ultimately hinder performance. This study provides empirical evidence for POLRI leaders to design more targeted human resource policies, allocate technology budgets based on human resource capacity, and accelerate equitable infrastructure development to support the effectiveness of the ICT Division in the digital era.
