Public training institutions need innovative employees, yet innovation is often constrained by bureaucratic rules. This study examines the effect of transformational leadership and knowledge sharing on innovative work behaviour, with organizational climate as a mediating variable, at the Vocational and Productivity Training Center (BPVP) Kendari. A causal quantitative design was applied through a cross-sectional survey of 76 civil servants using saturated sampling, and data were analyzed with Partial Least Squares Structural Equation Modeling (PLS-SEM). Knowledge sharing significantly affected innovative work behaviour, whereas transformational leadership had no significant direct effect. Both variables significantly improved organizational climate, which fully mediated the effect of transformational leadership and partially mediated that of knowledge sharing. Therefore, leaders should build a supportive organizational climate and encourage knowledge sharing to foster innovation
